The Maori Party wants an overhaul of the justice system.
In the party's justice policy released on Saturday, it says the judicial system is unfair, biased and prejudiced, and systematically discriminates against Maori.
The party says Maori offenders are more likely to lack legal representation, be convicted, denied bail and denied release to home detention.
Co-leader Pita Sharples says the system should be restructured on the basis of the Treaty of Waitangi and the principles of Maori justice, although he acknowledges that systematic transformation will take time.
In the meantime, he proposes throwing out the three strikes legislation, installing Maori re-intergration units in every prison and replacing the Independent Police Conduct Authority with an Anti Corruption Commission.
