The chief executive of TelstraClear has told a select committee hearing at Parliament that the Government's broadband legislation will stifle competition and reduce choice for consumers.
The bill lays out the Government's plans to introduce the ultra-fast broadband network.
However, Allan Freeth says the legislation has the potential to change the telecommunications environment forever.
He says TelstraClear has never been consulted in a sincere or substantive manner on the bill.
Dr Freeth says the process has been a charade for the Government to pass legislation to protect its investment in a flawed scheme to bring a fibre network to New Zealand.
