The Labour Party says changes being considered for radio and television will undermine public broadcasting.
Broadcasting spokesman Brendan Burns says an option being considered by officials is a forced union between Radio New Zealand and Television New Zealand's non-commercial channels, 6 and 7.
Mr Burns says this could risk undermining the work Radio New Zealand does now.
Broadcasting Minister Jonathan Coleman is not responding to Mr Burns' comments.
But Dr Coleman told Insight two months ago that the Government spends $258 million on public broadcasting each year and there might be better ways of doing this, than is done at present.
He said that one of several options under review is cooperation between Radio New Zealand and Channels 6 and 7.
