The New Zealand and Australian Prime Ministers will have the final say on a deal to free up overseas investment rules between the two countries.
Ministers from both countries met in Canberra on Wednesday to discuss the deal, which aims to boost two-way investment of more than $100 billion.
The Canberra meeting involved Mr Groser, Commerce Minister Simon Power and Agriculture Minister David Carter, and their Australian counterparts Simon Crean, Chris Bowen and Tony Burke.
