A new law governing election campaign spending should be in place for next year's election after the Government introduced the bill to Parliament on Thursday.
Justice Minister Simon Power says the bill includes changes to the existing law only where there is broad political support.
Under the bill, the regulated period for election advertising will be three months or from the time the Prime Minister announces the election date if that is within the three-month period.
Spending limits for candidates and parties will be lifted in line with inflation.
Third party campaigning will still be allowed but those spending more than $12,000 will have to register with the Electoral Commission.
Mr Power says the bill does not, as earlier proposed, clarify the relationship with Parliamentary Service spending.
Instead, he says, that issue will be addressed in an amendment to the Parliamentary Service Act.
