The Government has issued invitations to organisations to apply to run trades academies.
The academies were pledged in the National Party's election manifesto to provide for students who want a practical hands-on education.
Minister of Education Anne Tolley says she has set the ball rolling by calling for expressions of interest to run such institutions.
She says successful applicants will have to demonstrate they can work closely with schools in their area, as well as local businesses.
They will also have to relate their applications to proven local skill shortages.
The Government wants to establish five trades academies.
