Non-Governmental Organisations say the New Zealand Government is trying wrestle control of $NZ600 million by merging NZAid with the Ministry of Foreign Affairs and Trade.
NGOs have collectively started an online campaign to get wider consultation on the proposal.
The Evangelical Alliance Relief Fund says MFAT is carrying out the review without public consultation or the use of the select committee procedure.
It says the Government wants control over NZAid's $600 million budget.
MFAT previously managed New Zealand's foreign aid and development budget until 2002.
