The National Party says it will have an emissions trading scheme in place nine months after it takes office, if elected to Government.
The promise is part of its new energy policy, which also includes overturning a Government ban on building new thermal power stations.
Environment spokesperson Nick Smith says National has set out six key changes it wants to see made to the scheme.
The Government says there's no way National will have a scheme in place nine months from the election if it plans to start from scratch.
Under its energy policy, National says it would reform the Resource Management Act to make it easier for large power stations to be built.
It would also review the structure of the electricity sector, with the possibility it might scrap the Electricity Commission.
National says it would promote gas-fired power stations and overturn a current ban by the Government on the building of new base-load thermal power stations.
The Green Party says the policy makes no environmental or economic sense.
