The poll gives Labour 30 percent support, after polls in the past few weeks had it stuck in the twenties.
National's support has dropped from 51 percent to 46 percent.
According to the Roy Morgan poll, Labour and the Greens together now have 42percent support.
Mr Cunliffe said the only poll that matters is the election, but this latest survey is important because it tells people there is every probability the election will be close.
The poll surveyed 818 people from 14-27 July.
