He is the 10th National MP to confirm he will not be seeking re-election.
Mr Hayes was first elected to Parliament when he won the Wairarapa seat in 2005.
He chairs the Foreign Affairs, Defence and Trade Select Committee and is a member of the Finance and Expenditure Select Committee.
Before entering Parliament, Mr Hayes worked as a diplomat and was made an Officer of the New Zealand Order of Merit for his work in resolving the Bougainville conflict.
