The president of the Cook Islands Democratic party, Makiuti Tongia, says he's confident two more seats will be added to the twelve that the party currently has in the general elections.
Preliminary results show the Cook Islands party trailing with eleven but the final count is yet to be held and special votes could overturn those results.
In ten electorates, the seats hang in the balance with fewer than twenty votes splitting the candidates.
Mr Tongia says on Rarotonga, there's been a swing away from the Democratic party.
"In Rarotonga, the electorate are saying that, you know, certain things in Rarotonga have been happening; they don't like it and they've shown it. They voted three for us and seven for the Cook Islands party, and a possible one more seat for us so we're going to go four to six to the opposition."
Mr Tongia attributes the swing away to political reform issues, too many coalitions and non-performance by some MPs.
A final count for three electorates is expected today.
