The Auckland Council wants to introduce a new citywide rubbish scheme featuring three micro-chipped wheelie bins for each household.
At present, Auckland has seven different rubbish schemes - a legacy of the seven councils that formed the super city last year.
The council wants to introduce a new system with free weekly collections of organic waste for every household.
Recycling and rubbish would be picked up once a fortnight and residents would have to pay for the latter.
Microchips fitted to the bins would be scanned at each pick-up and rubbish services billed accordingly.
The council wants feedback on the three-bin plan, which it plans to roll out in 2015.
