The firefighters' union says it could be weeks before a pay dispute is settled and the country's 1800 professional firefighters end industrial action which began earlier this month.
The Professional Firefighters' Union is seeking a pay rise of 8.93% and has been offered 2.5% by the Fire Service Commission, which says the amount being asked for is unaffordable.
Union members have been refusing to do paperwork or maintain equipment.
Union secretary Derek Best says firefighters will continue their action and he expects more talks on a collective agreement to take place in the coming week.
