Graham Capill to be released on parole

The former leader of the Christian Heritage Party, the convicted paedophile Graham Capill, is being released on parole.

Capill was jailed for nine years in 2005 after pleading guilty to abusing three young girls.

The parole hearing this month was his eighth.

At his first, in 2008, the Parole Board said he would be a risk to the community until he completed a treatment programme for child sex offenders.

Last September, the board found it was too risky for him to attend one while living in the community.

The Kia Marama programme, which takes place in prison, was not available to Capill until late last year.

Now he has completed it, the board says he poses a low to medium long-term risk of reoffending, which can be managed with special parole conditions.

They include a ban on contacting his victims without his parole officer's written approval and restrictions on communication with anyone under 16 years of age.

Community Probation Services says Capill will not be under constant supervision once he's released from prison.

General manager Katrina Casey says Capill's contact with young people will be restricted.

"If we found out that he had been conversing with somebody under the age of 16 on the street we would certainly be following that up. We aren't monitoring him closely all of the time so we do rely on information from people who do associate with him."
