Auckland's mayor has unveiled his 10-year plan for the city which includes the possibility of congestion charges.
Len Brown presented the direction he wanted to take Auckland to make it the world's most liveable city at the council's strategy and finance committee meeting on Thursday afternoon.
Mr Brown says the council will go to the community over plans to raise an extra $10 billion over 20 years for roading projects, public transport and rail links.
The mayor says congestion or network charges is an option, as are public-private partnerships and selling some council land and buildings.
"To unclog our roads we've got to sort out or transport and we've got a major transport infrastructure investment coming up," he told Checkpoint.
"By our estimates, if we're to do the transformation we need over 20-odd years - which is road, rail, bus and ferry - we're about $10 billion shy between what the ratepayers and taxpayers can fund, and what we really need."
However, Mr Brown ruled out selling shares in Auckland International Airport or Ports of Auckland.
Community consultation will take place over the next two to three months.
The mayor also said he wanted to keep rates reasonable, with increases at about the rate of inflation.
