Thirty-nine shops have been found open this weekend in defiance of Easter trading laws.
Under the Shop Trading Hours Repeal Act 1990, most shops must remain closed on Good Friday and Easter Sunday and until 1pm on Anzac Day.
Inspectors from the Department of Labour found 22 open on Good Friday and 17 on Easter Sunday.
The department says it has received two complaints about shops being open on Anzac Day morning and will consider whether to prosecute.
Retailers can be fined up to $1000 if they open illegally.
Last year, 38 shops were found open over the Easter weekend.
