Lotto sales have hit record highs of $446.2 million.
The commission says the increase is due to changes to the game after the GST increase, and new advertising campaigns.
Chief executive Todd McLeay says the result beats a sales record of $3.9m.
And he says Lotto's first half year result is $46.7m.
Mr McLeay says the biggest ever Powerball First Division jackpot was in October, with a prize of $28.3m.
