Cabinet has signed off on introducing the Regulatory Standards Bill to the House.
The bill, part of National and ACT's coalition agreement, aims to improve the quality of regulation and introduce law-making principles that future and past legislation would need to be measured against.
Last week, the Waitangi Tribunal recommended the Crown halt the bill's advancement to allow for meaningful consultation with Māori.
It came after 18,000 claimants registered their support for an urgent Waitangi Tribunal claim into the Regulatory Standards Bill.
But Cabinet has agreed the Bill will be read.
Regulation Minister David Seymour said the target was enactment by the start of next year.
The Prime Minister said he hoped the Bill was strengthened over the course of the Parliamentary process.
