Police in Tairāwhiti are trying to find a person who may have a weapon.
Police had earlier closed a section of coastal State Highway 35 near Turihaua Beach, about 20 minutes north of the city.
The road has now reopened as the operation has moved north, police said in a statement.
Police would not say what weapon the person might have.
The Armed Offenders Squad will be there as a precaution but there was no information to suggest there was any major risk to the public.
