New thermal-image maps will not be used to shame the owners of uninsulated houses, says Christchurch City Council.
The maps will enable the council and the public to pinpoint an estimated 80,000 homes in the city that are losing large amounts of heat because of a lack of adequate insulation.
Mayor Bob Parker says the thermal photographs will help the council to target its education and subsidy efforts. But he says the council will only contact home owners to offer interest free-loans to insulate more fully.
The Property Investors Federation says it looks forward to seeing how many rental properties have already been improved.
Federation president Martin Evans says the maps may encourage tenants to ask in advance if a property is insulated.
