Arts committee members at Auckland City Council voted on Wednesday to put on hold resource consent funding for a $5 million sculpture that has been 10 years in the planning.
Twister is a neon-light sculpture designed to tower 20 metres over a wharf extension at Halsey street.
A report by council officers suggested it should be rejected as it had questionable design and construction quality and would not be suited to the area.
Committee members have instead voted to reaffirm their support for the project in principle.
But they voted to put more than $200,000 of funding, which was ear-marked for a resource consent, on hold.
