KiwiRail says $6.2 million has been spent upgrading railway level crossings since 2005.
Sixty six level crossings have been fitted with safety features such as barrier arms, flashing lights and bells in the last five years.
In that time, there were 137 recorded collisions between trains and road vehicles at crossings, and 16 involving pedestrians.
KiwiRail says roughly half of its 1400 level crossings now have active alarms. It plans to upgrade 24 more over the next three years.
