An AA Insurance survey of 2500 motorists has found more than half claimed that another driver stole a park they were clearly waiting for.
But Wellington City Council says there's nothing it can do about the number of carparks available to motorists.
Urban development and transport leader Andy Foster says the number of cars on the roads has tripled since the 1970s, but there's not enough room to create enough parks for everyone.
Mr Foster says the council is trying to encourage alternative modes of transport, which helps to reduce the demand for parking.
