Porirua City Council has unanimously voted to scrap the so-called "T2" lanes on State Highway One along the Mana Esplanade.
The north and southbound outer lanes of the highway can be used at peak traffic times by cars with two or more passengers.
The rest of the time they are available for parking.
Deputy Mayor Litia Ah Hoi says few people understood how the T2 designation worked.
The vote on Wednesday night means both lanes will convert to clearways at peak times and parking space for the rest of the day.
