A man known as the "Beast of Blenheim" has been denied parole.
Stewart Wilson was jailed for 21 years in March 1996 for drugging and raping women, assault and bestiality.
Wilson is due out on 2 December, but an extended hearing of the Parole Board has declined to impose release conditions for that date.
The Parole Board says Wilson has been assessed as variously posing a high or very high risk of serious sexual or violent recidivism. Under those circumstances, it is essential that Wilson has a robust release proposal.
The board says Wilson has not made suitable living arrangements for when he is released.
It is next due to see him in November, when it will impose release conditions.
