The Nelson-based Wakatu company is investigating starting an aquaculture centre near the city.
The Maori business is looking at building hatcheries and research facilities at Horoirangi.
Longer term, it says it may include a business park and tourism facilities.
The site adjoins an existing research centre operated by the Cawthron Institute.
