The SPCA carried out an inquiry after a complaint by a member of the public about the condition of the horse owned by Stephen Briggs and his wife, Judith.
The organisation's chief exeuctive, Ric Odom, said the neglect was not serious enough to warrant prosecution but the horse's condition was not acceptable.
He said it was disappointing for the Manawatu branch to lose someone who had given such good service but the SPCA demanded high standards of those associated with it.
