The Government wants 85 percent of Pasifika students who are aged 18 to have NCEA Level 2 by 2017.

Otahuhu College principal Neil Watson told Insight good teaching will make the biggest difference but that's much more demanding in low-decile schools.

He says that needs to be rewarded so schools can attract and keep good teachers.

Education Minister Hekia Parata says raising achievement means quality teaching for every student, and the Government is spending $359 million to achieve this in the next few years.
