Earthquake Recovery Minister Gerry Brownlee says he is disappointed the Christchurch City Council didn't endorse the Government's Land Use Recovery Plan at a meeting on Thursday.

Councillors had been discussing a part of the plan that would allow more housing to be built on existing plots in urban areas.
Mayor Lianne Dalziel postponed voting until next week because of a technical change to be made to the documentation.
Mr Brownlee says at the mayor's request, he will attempt one more meeting with the council on Friday morning.
The minister says if that doesn't lead to some resolution, he will be left with no alternative but to approve the Land Use Recovery Plan without the council's endorsement.
Councillors also put on hold a vote on parts of the recovery plan that require changes to be made to the Christchurch City District Plan.
Those changes include making it easier to redevelop vacant plots and existing single dwellings with two houses, as well as removing certain restrictions on the use of family flats and houses for the elderly.
