Details on how the places reserved for New Zealanders will be allocated at the Gallipoli centenary in 2015 have been announced.
All 2000 spots will be decided by ballot.
Just 10,500 people will be able to attend the Anzac Day dawn service on 25 April, as well as the New Zealand service at Chunuk Bair and the Australian one at Lone Pine that follow.
Eight thousand will be Australians and 2000 New Zealanders, with another 500 places allocated to Turkey and other countries.
In New Zealand's allocation, 1500 passes are open to anyone, 200 for descendants of Gallipoli veterans, 200 for veterans of any conflict and 100 places for special groups, such as youth representatives and children of Gallipoli veterans.
Applications for the ballot open on 1 November this year and will be announced in April 2014.
Those successful in the ballot have to pay for their own travel and any costs.
