Christchurch mayor Bob Parker says negative coverage of divisions within the city council is affecting investment in the city.
He says people looking at the city are asking how organised the rebuild effort is.
Mr Parker told Morning Report the size of the recovery required to rebuild the city is new to New Zealand.
He says there is no easy formula to follow but city residents are in the same boat and are coping with the situation.
