The Christchurch City Council has decided against creating a bylaw requiring tradespeople to register with the council before being allowed to work in the earthquake-hit city.
The proposed registration system would have aimed to limit inferior work by people not qualified.
At a meeting on Thursday, councillors were told a registry would be expensive to set up and run and open to legal challenge.
Councillor Tim Carter says measures are in place at a national level to keep tradespeople accountable and a local register would add unneccessary red tape to the city's earthquake rebuilding process.
At least 15,000 tradespeople are expected to come to Christchurch to help with the rebuilding.
