The 12-storey HSBC Tower is the first high-rise to fully re-open.
A director of the Latitude Group, which developed the building, Ken Wimsett, says the 40-metre tower has sustained only cosmetic damage in the quakes.
Mr Wimsett says having a fully-operational high-rise building is a confidence-booster for the city.
The 40-metre tower's tenants include the Canterbury Earthquake Recovery Authority, whose original Papanui office was damaged in the June aftershocks, HSBC and KPMG.
