A Christchurch advocacy group is calling for the Canterbury Earthquake Recovery Minister to step down from his role.
We Can, a group representing residents in suburbs badly affected by recent quakes, released a report card on Wednesday reviewing Gerry Brownlee's handling of the 2011 February earthquake recovery.
Spokesperson Mike Coleman says the minister has failed to deal with several major problems facing Cantabrians.
Reverend Coleman says Mr Brownlee has allowed rent prices to escalate and refused to appoint a statutory body to oversee the dealing of insurance claims.
He says Mr Brownlee should step down from his portfolio to allow a leader from the community who understands the city's needs to take over the recovery process.
