Wellington's Chamber of Commerce says business confidence is down, and it is pinning some of the blame on the city's leaders.

A survey of more than 200 members found 40 percent expect the economy to improve over the next year - down from 44 percent last October.

The chamber's chief executive John Milford said the dip in confidence was in line with much of the rest of the country.

But he said there were Wellington-specific issues, including skill shortages, high compliance costs and the capability of the city's leaders.

Mr Milford said a new plan to move Wellington forward was needed, now the proposed super-city had been canned.
