The Commerce Commission is shying away from comparing the broadband services different companies provide until it has more data.
The Commission has issued its second quarterly report into the quality of broadband people receive.
This time the result is focused on the overall improvement, rather than comparing the top five companies.
The report, by consultants IDC and Epitiro, measures broadband quality in Auckland, Hamilton, Christchurch, Wellington and Dunedin.
Services were scored for connection and email speeds as well as video, browsing and gaming quality.
The report says the five largest internet companies recorded a 22% improvement in the broadband service they provided people in the June quarter.
Commission director of telecommunications Osmond Borthwick says it appears regulatory interventions are beginning to have an affect and the commission will get a better idea of the trends in broadband quality when the measurement system has been operating for longer.
The number of broadband connections jumped 25% to 853,000 in the year to June.
