SPARC is the government agency responsible for leading and coordinating sporting and recreational activity across the country. In the recent past, SPARC in partnership with a range of disability sport organisations, had led the No Exceptions strategy. In a change of tack, SPARC has now delegated management responsibility for increasing opportunities for participation to disability sport organisations. Investment protocols have replaced direct implementation of a central strategy. Is the move making a difference? And how will we know?
