Low-decile schools fear the loss of hundreds of students to high-decile schools next year as their richer peers try to make up for the drop in foreign enrolments.
Some higher-decile schools are increasing their out-of-zone enrolments for 2021 to avoid or lessen job losses and budget cuts.
Principals in low-decile schools say that is likely to cause falling rolls and job cuts at their own schools.
