Are NZ security agencies watching the right people?

People who've been subject to security agencies' scrutiny are questioning whether the far-reaching powers are being misdirected or misused.

Both Muslims and non-Muslims have spoken to RNZ about how the open-ended surveillance has left them nervous about travelling overseas, engaging in political activities or being outspoken.

But Dr John Battersby of Massey's Centre for Defence and Security Studies says from what he knows, the likes of the NZSIS and police are using their limited resources appropriately.
