After the ructions when legislation was suggested a decade ago that would have given greater freedom to roam, the subsequent introduction of a Walking Commission has settled a heated environment.
But as Philippa Tolley has been finding out, those who are passionate about outdoor recreations are now flagging new fears about threats to future access.
