What can be sent via NZ Post under lockdown levels

Why is a blue jacket listed as an "essential item" for delivery during Alert Level 4 but a red jacket not? It's one of the anomolies we found when trying to find out what can and can't be delivered during the lockdown. It comes as New Zealand Post gears up for a rush on deliveries when much of the country moves to Level 3 at midnight on Tuesday.
