No travel bubble with Cook Is affecting health of people, pets

Cook Islanders say they're seriously stretched to their limits, and need the travel bubble to open, not just for tourism but for essential health Services. New Zealand government officials visited Rarotonga last month to assess when quarantine-free travel can start between the countries. But the Minister for Covid-19 Response, Chris Hipkins says more work needs to be done on testing and Covid tracing saying he's not expecting the bubble to open before Christmas. And as Ella Stewart found out, with borders still closed, health services are at breaking point.
