Michael Baker: hard to isolate arrivals, expect breaches

It's now been suggested new arrivals in managed isolation should stay in their rooms until they have a negative covid test. Tests are compulsory on about day three and public health expert Michael Baker says people should not be able to freely move around until it comes back negative. Professor Baker told our health correspondent Rowan Quinn the more people there are in isolation, the more likely there are to be breaches. The rule would make that harder.
