Is it too tough to be a farmer in New Zealand as rules and regulations increase?

New Zealand Primary Industries body AGFIRST  says that the high costs of compliance are making it harder and harder to make ends meet. 

The managing director of AGFIRST James Allen is interested in what he's seeing in the Waikato between Hamilton and South Auckland at the moment.
