The Tonga Rugby Union (TRU) might be forced to disband their international sevens program because of the lack of financial backing.
The ABC reports TRU chief executive Aisea Aholelei will take the issue to the union's next board meeting, later this year.
Aholelei said a severe funding crisis and a lack of direct support from the world governing body could see the union drop the abbreviated code altogether.
He claimed constant changes to the competition format worked against the union.
