The French overseas minister Sebastien Lecornu says for France to allow French tourists back to Tahiti, 70 percent of French Polynesians have to be vaccinated against Covid-19.
To date about 10 percent have had two jabs, with the government saying it hopes to immunise 70 percent by September.
Last year's tourism numbers fell to less than a third of the 2019 figures because of a border closure from March until July when quarantine-free travel was allowed to resume.

However, in February France imposed a travel ban which was however eased last week when French Polynesia was allowed to accept vaccinated US tourists.
Tourist operators have asked for exemptions for US children, who are yet to be vaccinated, but speaking in Tahiti Mr Lecornu says this won't be considered.
After last July's reopening of the border, French Polynesia recorded more than 18,000 Covid-19 cases and 141 people died.
French Polynesia's economy shrank by 10 percent last year.
