Papua New Guinea's government says it is likely to exceed its budget limits on public service pay.

An official said some heads of department are still hiring new staff despite a government-ordered freeze on recruitment.
The official from the Personnel Management Department, Agnes Friday, told The National it expected a budget blowout of $US131 million.
Ms Friday said the only areas where a sector doesn't apply is health, education and infrastructure.
