On 14 June a group of men set fire to the Link PNG plane; the group then joined by many others also torched the governor's residence, the court house and two other buildings.
The Post Courier reported it was a co-ordinated attack after the National Court in Waigani dismissed an election petition against the Southern Highlands Governor William Powi brought by petitioner Joseph Kobol.
The National Government declared a state-of-emergency, suspended the provincial government and sent in extra police and soldiers.
The arrests have come after more than a month of investigations.
More arrests are expected.
