The government is using NGS Global to advertise for seven permanent secretary positions.
Mr Rabuka said the job listings cost taxpayers more than $US260,000 and were largely targeted at overseas markets.
He said local professionals were more than qualified and the use of an international firm was a waste of public funds.
Mr Rabuka said foreigners joining Fiji's public service also had a habit of leaving the job quickly after becoming unhappy with the government.
