The CNMI utilities company remains deficient in a number of critical areas, including substantial and costly drinking water loss, leaks, inadequate metering and billing of its customers, and not developing maintenance manuals.

A United States Justice Department report said the Commonwealth Utilities Corporation also had its work cut out for it in the area of oil spills and the remediation of contaminated power plants.
However, the corporation was given good marks for improving its oil infrastructure such as diesel tank repairs.
The report assesses the utilities' efforts to come up to US Environmental Protection Agency standards.
